relay in evo-all clicks as soon as 4 pin data harness is plugged up? ignition stays on...

Hello am working on a 2012 ford fusion evo all with t harness. Stand alone mode. as soon as i plug up the red relay harness the ignition comes on and it tries to start?? i have checked all connections twice and i am sure it is correct. I can only plug up the 4 pin data plug for power and the internal relay clicks and engages. that does not seem normal to me as the relay is always on?? the ignition is always on and will not power down, all wires are correct. defective unit? service number 001a06434440
