2019 RAV4: EVO-ONE + THAR-ONE-TOY12 INSTALLATION

Hi.

I'm using the following guide

evo-one_ig_rto_bi_toy12-rav4_2019_hkey_a_93691 

and following DCRYPTOR PROGRAMMING PROCEDURE my EVO-ONE doesn't respond for step 5 (Start the vehicle.   The BLUE LED will turn OFF.  The RED LED will turn ON.) it doesn't switch to Red.

Please assist.
