All LEDs are blinking rather than alternating?

2012 Ram 1500 standard key. after installation and wiring ready for programming, i plugged the data connector I just had all LEDs blinking. the first unit was replaced and i have the 2nd now but still the same, is there a problem on the unit itself or just my vehicle?

When plugging the data-link connector to the EVO-ALL all three LED's flash 25 times

When connecting the Data Link cable from the remote start to the EVO-ALL all three LEDs flash 25 times.

While debugging a door lock problem on a 2013 Subaru Crosstrek I did a master reset on the EVO-ALL, set the C1 option as directed and when connecting the EVO-ALL data link cable all three LEDs began flashing.

This is the second unit that this has happened with the same exact scenario. The first unit also had a bad data link connector causing intermittent power but after receiving the new unit and installing with the same lock problem I reset it and experienced the same exact problem.

Re-Flashing the unit with any version of firmware has no effect. Same problem. Both units communicated with the Flash programmer without any problems only when connected to the remote start do I see the problem.

I would have thought it was the cable but... The new unit worked perfectly with the same cable until I reset the unit.

Help please.

Two things. When I say three LEDs are flashing I mean all 3 are flashing at the same time not sequentially. On the first unit I tried reprogramming the key but this was not successful but I don't remember the exact problem. 

After reset and connecting with the Flashlink2 I can see that the key bypass is still there and active. Are you saying that I need to run the decrypter programming sequence again?

At the moment the Evo-All will not talk to the compustar at all except to pass signals through.
