2014 explorer stand alone problems

Hello,

I have a customer with a 2014 ford explorer. im using a evo-all with a thar-ford1 harness in a stand alone application  and im having trouble getting it to work...it programs fine as far as the instructions go...

 

    i have the 3 lock start function turned on when i lock it three times..the acc and ignition power on but the starter wire does not engage there is power to the white red and red wires..good ground to the solid black and solid orange wires

 
when it starts there is no starter output and when i give it starter ....the only way it will start is if i put the key up to the cylinder

 

im also running 71.11 software and tried 71.05 and 71.06

 

any comments / help?
