2009 Subaru Impreza, won't respond to 6 presses after blue/red solid for programming

After holding program button and connecting 6-wire main connector, the lights cycle. Let go of programmimg button when red and blue are solid. Connect all other plugs, okay. Press and release program button 6 times, no change - the red and blue lights stay on solid. No flashing 5 times each as expected. Standard direct wire connection method,confirmed all are good to each location.
