can not complete programming

Hi, i have EVO- ALL hardware vr. 6 firmware vr. 70.16 EVO-GMTx pre-loaded - with THAR -GM1V2 my car is malibu 2013 in saudi arabia i have a problem, i can not complete programming when it comes to step number 4 which is in 5 seconds. red led flashes once and i turned ignition off and removed the key and reinserted it and turned ignition on again but yelllow led did not flashes and blue led did not flashes. please help
