2011 ford f150 will not program EVO-FORT1

I have a 2011 ford f150 and a Fortin EVO-FORT1. I cannot get it to program. I make connections push program button insert 4 pin and let go when it is all blue. When I plug in all the plugs and turn ignition on I do not get a blue flash. I have made multiple attempts and checked and do have a hood switch as required by specs. Please give help!!! firmware vr71-17 date 11/14 evo-all can bus interface module Blue light stays on! Even when ignition is turnded on and car is running never flashes!
