EVO-START USA

I would like to inquire if the EVO-START cellular control is compatiable with USA federal requirements. I'm purchusing a EVO-NIST1 and would love the ability to use my smart phone as a starting device. However, I cannot locate any product information concerning if this device is universal or only for Canada. If its unavailable to the US could you please provide me a list of compatiable cellular products for the EVO-NIST1?
