I am stuck in step 7 when programming evo one for jetta 2012

Jatta 2012, key bypass programming step 7, according to the guide, the blue red and yellow LEDs should rapidly alternate for about 15 minutes, then the red light will turn on,but actually the three lights just flash for a few seconds, and I do not see the red light turns on ,just the red and yellow lights flash alternately. I hope someone can help me. Thanks in advance.
